ThreadedAnvilChunkStorage (World): All chunks are saved (infinite loop)

Hello, I've been working with my developer trying to setup and run properly a modded 1.12.2 server.

My host is EnviroMC who operates through MohistMC as it is the most affordable option for me currently, and I purchased the 16GB package they offer, though it's debatable if I'm actually being given that much.

I've gone over the mods with my developer, and we've checked the versions of the mods we put in several times, we're just absolutely stumped on this error. I've google the error, and come up empty in results, which leaves me to wonder if it's simply an issue with MohistMC and not necessarily Forge. The loop doesn't create any crash logs sadly, so any help I can get is deeply appreciated.
