Can't Open the .jar data

I got a Question. Is it normal that the Forge instaler, instals as a .jar data? If not, as which type of data should it Install Normaly?

Yes, it's normal. Just double click the .jar installer and then install to whatever you want. If you want it just for yourself then choose client then press install. If you want to install it onto a server, select server, DON'T PRESS INSTALL! Locate the 'Browse' button and select the folder you want it to install to, and that folder will become your server folder where all the magic happens.
