I’ve been having issues with data packs for moded content in 1.16.5

Data packs in a worlds folder do not add or override the majority of custom recipes types added by mods. Creating a mod containing the data pack is more effective, though a few recipes still can not be overridden in this way. Disabling the data pack of a mod and loading a complete replacement does work, but on restart the disabled mod is retina bled automatically, thus once again breaking my changes. The only sure fire way I’ve found is to directly tamper with a mods internal files, but this is not viable for modpacks. 
 

Is there something I’ve missed? Or are datapacks in forge just fubar?
