Need help with my server

Im new so bare with me, I have "java 8 update 333" the latest forge download for 1.7.10 and everything works except the mod folder isnt being created and when i make one it doesn't get read/recognized whatever you wanna call it. I know all the mods work since I've used these exacts one a few months ago but I got a new computer so Im running into issues. What am i doing wrong
