I try to create a server with mods on 1.16.5 but only vanilla is created

AND DONE EVERYTHING, INSTALL JAVA 8, SEE DIFFERENT WAYS TO INSTALL THE SERVER AND ONLY VANILLA IS CREATED

cree un archivo .bat con este texto
"C:\Program Files (x86)\Java\jre1.8.0_341\bin\javaw.exe" -Xmx4096M -Xms4096M -jar forgeserver.jar nogui
pause

but it says don't create a virtual machine

PLEASE HELP

  it tells me the same thing errors in currently selected data packs prenvented the world from loading. You can either try to load it with only the vanilla data pack ("safe mode"), or go back to the title screen and fix it manually
