I'm trying to make a custom portal in 1.19.3. How would I do that?

Is it possible for me to make a block that extends the NetherPortalBlock class and just change the destination dimension? Is it possible to just make a completely different block that brings the player/entity to a new dimension? I've looked it up but no youtube tutorial or article shows me how to make a portal in 1.19.3.
