1.19.2 Minecraft server lags and then crashes

Hello i am having this error on my server i dont know how to fix this please help me, the server keeps freezing and lagging when i join and then crashes

Are there changes if you set max-tick-time to -1 in your server.properties?

Maybe it is an issue with a mod (structure mods/chunk related mods)

server still lags and the avg tick is stuck on 0ms
