My modded minecraft server will not change the amount of ram its using

My minecraft server for 1.20.1 is modded, and it wont let me change the amount of ram its using, ive edited the args file, the run.bat and run.sh file, and it also wont let me run it with nogui, it just keeps popping the gui up, its killing my server performance, and causing it to be incredibly laggy, please help!

The server isnt as laggy now, but its still really laggy even after installing 17, i rechecked all my args and they are all set to max 16gigs and min 4gigs, any other help?

ok ive tried a bunch more things, changing what java im using, manually passing the args to the bat instead of the jvm file, setting a default Xmx to 16g in a new system variable titled _JAVA_OPTIONS, nothings working, i have java 64bit, im using 17, from the adoptium website, still no fix. Need help please
