Forge install.cmd returning 403 error

I am attempting to update my forge coder pack to 1.6.4 but the install.cmd provided is producing a 403 error.

If anyone else is having this issue or knows a fix or work-around it be great to hear.

    Configure browser push notifications
    Chrome (Android)
