I followed the steps and created my Minecraft forge server. I joined the server and my mods didn't work. Why? It's clear, my mods folder isn't there! I create it and import the mods. Still dosen't work. I re-install. 

Still doesn't work.

At this point I'm getting frustrated. I just wanted to play some minecraft with my friends! I can join just fine, but it's just vanilla 1.12.2!

For some reason, in-game some animations work, but functions such as shooting a gun or spawning in an npc does not. Vanilla features, such as splash potions, work fine tho.

Things I've tried:

Re-installing the server

Importing mods into different locations (such as world file)

Re-installing the minecraft modpack
