low tps on modded cobblemon/create server

Hello! I recently opened a cobblemon and create 1.20.1 forge server with about 300 mods. to deal with this, i have a 64gb dedicated server.

despite the powerful machine, i have serious TPS issues. Redstone stops working, liquids dont work right, etc.

I wasnt able to finish pregenning my world before launch, and i think exploring has been causing significant issues. we have a few datapacks and mods that changes the way the world generates as well.

my dev friend and i are at wits end trying to make this work. this spark profiler was taken with 15 players on. we've been averaging 25-30. the TPS usually sits around 8.

 

any help is appreciated! thank you!
