[1.7.2] Changing the ticks per second of the server

I'm working on a mod that enables you to change the amount of ticks per second. Modifying the timer for client is simple, but server does not have anything like timer. All I want to do is for example slow the server to half-speed (10 ticks per second) is there any simple way of doing it? Thanks
