Okay so for anyone experiencing this issue I have found the solution after many hours, my computer was attempting to run another program on the same port (25565) and preventing java from hosting there. To solve: open cmd as admin and type netstat -aon | findstr 25565 if there is anything there type taskkill /PID <number at listening> /F The number is usually 4-6 digits. Then run your server again and it will start normally.

I have also just tried running a neoforge server without the mod files (empty server) and the same issue persists. Any ideas?

Yes, modernfix and servercore removed, all neoforge and forge instances were deleted and reinstalled by the server files, multiple java versions were tried for SE 21, different server pack updates were tried as well for ATM 10. All server files were directly downloaded from curseforge and the same issue with the same error and stuck threads persist. At a complete loss and I feel like it might be a hardware issue or another application preventing it from working. Any ideas? Attached is crash report: https://mclo.gs/NwtmH0e

Have you deleted the Treasure2 mod? If not, delete it and try again. -
