Its not opening?

So, Downloaded forge like normal, and when i tried to open it to install it, it told me i had to open it with an app? Im so confused, and i cant open it without using an app, but when i open it with an app, its converted to words...How do i fix this?? its a .jar file btw, does that need to change?
