I can't open "minecraftforge-installer-1.6.2-9.10.0.804.jar" In cmd Help!!!

I had a very common problem with installing minecraft forge 1.6.2 that was : Unpacking packed file scala-compiler-2.10.2.jar.pack.xz

but after following one of this site's post i found out that i had to open it in cmd for getting it fixed but now i'm having trouble with this

Delete .minecraft/libraries and reinstall forge. It'll take a while to start minecraft after that because it needs to redownload all the libraries.

This isn't building better software, its trying to grab a place in the commit list of a highly visible github project.

I'm getting same reaction but this time with 23 failures and i can't open my normal minecraft(1.6.2) too. here is the picture

I'll be thankful if you have another easy way because i can't find vanilla launcher . and i'm newbie in minecraft it'll be hard for me to install it and learn to work with it i'll appreciate if you help me
