After around 15 failed tries to setup forge, I think I should conclude that it won't work, and I need help.

 

I did exactly what it says on the wiki article about setting up Forge. I did that 15 times. 15/15 failed. I just checked some other things, and I noticed that:

- My build directory has no "classes" folder, nor "libs" or "resources",

- The src/java folder contains nothing but a mod skeleton that does absolutely nothing,

- Eclipse shows the entire forge directory, not the sources like you would expect,

- Eclipse doesn't even show the sources, even though they are located at "build\tmp\recompSrc\net\minecraft",

- Gradlew skips many, many steps when setting up the workspace,

- The eclipse folder contains only .metadata, which only contains plugins,

- MCP is out of date(1.6.4),

- And that I cannot do anything.

 

So how do I set it up properly?

That the MC sources were in the folder, maybe?

Did you run the eclipse command?

Yes.

- MCP is out of date(1.6.4)
MCP is not used, only it's data.

Where do you see this version?

Latias,  the point is that it sounds like forge IS working for you.  Your grade recognizes previous install and skips unnecessary steps, you have the skeleton example mod, you have the mcp deobfuscation data and you have the referenced libraries for minecraft and forge.  Not sure why you're maintaining that it isn't working.
