ItemStack sensitive version of getItemEnchantability

Is there a reason why we don't have an ItemStack sensitive version of Item's getItemEnchantability method? Almost all other item properties can be determined with NBT tags through itemStack sensitive versions methods, but for some reason there is no ItemStack sensitive version of getItemEnchantability.

    I see that this has been added in the 10.13.0.1203 version of forge. Thanks porcariadagata!
