Libraries failed to download when installing 10.13.2.1230

I am trying to install Forge 10.13.2.1230 in a Windows 7 64-bit machine. Java 64-bit and Minecraft 1.8.

It fails with "These libraries failed to download. Try again. org.scala-lang:scala-library:2.10.2, org.scala-lang:scala-compiler:2.10.2....."

I have followed the EAQ and downloaded and copied the files from fmllibs16.zip.

Ran Minecraft as v1.7.10 and then tried the installer again.

I have even downloaded the forge .jar file and tried installing that way but I still get the same error.

Don't know what else to try, I have never installed forge before but my son wants to install some mods.

But I get windows dialog box with an error that starts "These libraries failed to download. Try again. org.scala-lang:scala-library:2.10.2, org.scala-lang:scala-compiler:2.10.2....."

The actual message does not fit on the screen its really long.

Its the same message every time, I have done it a dozen times now.

So do you think the install has worked?

How do I test that it has installed?

I imagine it probably worked anyway. Or maybe not but you should check. To be safe temporarily empty the mods folder in .minecraft. Then open your launcher. There should be the Forge profile and when you select it it should say Ready to play Minecraft Forge 10.13.2.1230 in the bottom right-hand corner or something similar to that. Hit play and if it doesn't crash, you're golden. Otherwise...

If that message appears, there will be errors in the console.

Indeed that is the strange thing. Also, it wouldn't need two different versions of the same library would it. I'm thinking that message didn't come up the time he gave us the log. In face, due to the library version differences, I bet it was a different forge installer file, probably from an older version. Now would be the time to say "Make sure you download your installer jar from HERE" And make sure you use the right one.
