mcmod.info and en_US.lang file not recognized

As the title says, I am having a problem where the mcmod.info and assets/paprpg/lang/en_US.lang are not working right. Here is my folder layout (I couldn't get the image feature to work):

 

Also, I am using Minecraft Forge 1.7.10-10.13.2.1240
