missing resources: gradle cant find 1/2 of the internet.

I am fully aware this is probably an internet problem at first glance, but i dont know + would like updates

 

using just the normal ./gradlew setupDecompWorkspace --refresh-dependencies --info

and ./gradlew eclipse, whatever forge i try (freshest or one built 3 months ago) i get a huge slur of this:

about half of every resource referenced cant be found, they stem from maven and files.mineraftforge.net and resources.minecraft.net (i can post them elsewhere if you need to see all the "resource missing"s)

as a result, minecraft is not injected/compiled and the eclipse builder does nothing

gradle/maven might not be finding the correct files to download, yet i have no idea how to resolve this.
