OK so, I know basic - intermediate java, but this just stumps me, I use netbeans, and read the book about making mods, because this is new to me, and I configured everything so perfect it broke... I'm not kidding. Netbeans never required this stuff yet the version 1.7.10 of forge does... Help would much be appreciated

Your best off setting it, as many of the tools will use it. I wouldn't be surprised if Netbeans installer sets it, or if it just simulates it when you launch Netbeans. On the other hand, as much as I prefer Netbeans, it's much easier to do Forge in a different IDE.
