sending messages through a player

I want to know if its possible to send chat messages through another players using a command and get the result like: if they type a command on a server but they haven't the permission then you get a message that they haven't the permissions

I don't know what you mean by "through a player".

I mean: my ingame name is theminerrick and there is a player named theminerwillem

But is it possible to chat message as theminerwillem using a command
