I am trying to make a modded server but whenever I run the minecraft_server1.8 in my server folder, it doesn't create a "eula.txt' so I cant accept and successfully run my server. My minecraft version is 1.8.3 and the forge version is 1.8-11 which is the latest, would the Forge version have anything to do with this problem? If so please help.

    The forge version wouldn't have anything to do with the problem, the minecraft version would. Forge is for 1.8, not 1.8.3
