Can I use forge in my Modpack (Need someone to explain to me Simply.)

Yes you can, BUT, you must allow everyone to do the same with yours.

 

'If you alter, transform, or build upon this work, you may distribute the resulting work only under the same or similar license to this one.'

 

So people are free to use your work in their own work.

 

Modpacks however are a bit disrespectful for some people as they require little work to achieve and cause the mod authors to go unrecognized, losing them link clicks and donations. Just letting you know.
