Making a block emit purple circles

I have a block that I want to emit a purple circle that expands out from the block every second or so.

 

How would I do that?

Spawn one EntityFX in middle of block and make it render expanding circle using OpenGL mad skillz or spawn shitload of small particles and make them move in every direction making a "circle".

 

In both cases - do it client side and learn OpenGL. There is no "how-to" for this, sadly. :C
