So should particles spawned on server or client?

 

People say it should appear in server because Particles are Entities.

People say it should appear in client because Particles are "cosmetic", not a great deal in the game.

 

Which one is correct?

I think the best example for particles is the vanilla furnace, just take a look at the BlockFurnace from vanilla and you might find ur solution there

Is it an entity, or anything else?

Personaly I would call it an dynamic 2D texture renderer. Since it mainly shares coordinates, movements. Things like behavior, boundingboxes or any server side behavior isnt available.
