minecraft "timed out" when changing dimension of forge server.

I recently set up a Minecraft forge 1.7.10 latest server to play on with my sister. I am using the lord of the rings 1.7.10 mod. everything works fine until I try to go into the middle earth dimension then the client says that Minecraft has "timed out. I have 1GB allocated to my server and 4GB to my client, what should I do?

I only ever have this problem changing dimension on modded servers. I can re-make the server and the problem is fixed, until I try to change dimension. is there any way to fix this then? (this is not the first time, it has been happening for months and server lets me go to end/nether)
