Failure when running task setupDevWorkspace

Today i've tried to create my devWorkspace (re-installed windows). But gradle stops when reaching the task 'downloadMcpTools'.

Using forge-1.7.10-

Maybe this is related to http://www.minecraftforge.net/forum/index.php/topic,39456.msg0/boardseen.html#new ?

Found out in another topic that the only reply is to update to 1.9.4 but this is not possible when modding for our life in the woods server. Is their any possibility to add the file again to the repository?
