test 1, test 2, disabled

I know this has been discussed on this forum but no one has really given a straight answer.

I am using MultiMC to create a custom mod pack. The only thing I have installed is the game and forge. Both versions are for 1.7.10. In the main menu, the Mod Options work. In the game is states test 1, test 2, disabled. This is all before installing any mods. How do you fix this. This issue is all over the internet with no clear answer. I would really appreciate if someone could tell me what I am doing wrong.

1.7.10 is no longer supported on this forum. Update to 1.10.2.
