[1.7.10] Is there any way to change how fast the player moves in water?

The title speaks for itself.
I'm playing 1.7.10 and noticed that the (latest) Ars Magica 2 effect Swift Swim is not working and since there is no support for the 1.7 version I figured that I could try fixing it but I had no luck so far.

It works with mobs but not with players.
