I dont know if this is forges fault or not, but i setup a forge server on an independent server running windows and port forwarded it (it is running no mods atm) everytime i try anf have someone outside my network connect they get a java error or a time out error anf my server log shows

com.mojang.authlib.GameProfile@13e50a[id=<null>,name=Linklover666,properties={},legacy=false] (/98.164.160.105:64755) lost connection: Disconnected


 ive attempted it several times and the same error (inklover666 is the minecraft username of whom was connecting)

Can you post the full forge log?
