Is 1.12.2 compatible with other 1.12 versions?

Any mod made for 1.12.1 was compatible with 1.12 (if I understood it correctly). Can the same thing be said about 1.12.2? According to the wiki the server is not compatible with previous versions, but I'm not sure if that's related to modding.
