1.8.9 Pick Block Player Head bug?

So I've recently been building with player heads recently and I noticed that on 1.8.9 when using only forge (Ive tested versions 11.15.1.1722 and 11.15.1.2318) I cannot use control+pick block on a player head to get a player head, the item I get is a steve head. When I tested this in vanilla 1.8.9 it worked fine and I received the desired player head, so I did a bit of digging and I discovered out this was once a bug prior to Minecraft 1.8.1-pre1 and is now fixed. I'm unsure what forge could do to cause this problem with minecraft if someone could provide me with a fix or a workaround I'd appreciate it.
