Minecraft forge server not opeing

Hello everyone today I have a problem with my server I downloaded The 1.7.10 Pack (The name of the modpack is The 1.7.10 Pack) and I wanted to play it with my friend I go to the technic website to download the server file for the modpack and when I open forge-1.7.10-10.13.4.1614-1.7.10-universal.jar to run the server nothing happens nothing opens up and there is a LaunchServer.bat when I open it I get this error message https://imgur.com/a/WPzKRhE  but when I open minecraft_server.1.7.10.jar it opens just fine and I can even join my server but without the mods

1.7.10 is no longer supported on this forum, please update to receive support.

The only official source for Forge is https://files.minecraftforge.net, and the only site I trust for getting mods is CurseForge.

If you use any site other than these, please take a look at the StopModReposts project and install their browser extension, I would also advise running a virus scan.
