Hello to you.
I would like to congratulate you first of all for your excellent work.

if I write you it is to propose you the following addition: the support of the plugins bukkit / spigot in order to be able to benefit from certain plugin in local without having to create an external server and which do not have alternative in version mods

do not pay attention to my english i am a noob in this majestic language

in the hope of an answer from you I wish you a good week and look forward to the release of Forge 1.13.

No forge will never support bukkit and spigot plugins. There have been many attempts to do this and all of them have more or less failed. The closest you are going to find to something that you described you should look into sponge forge. You can also find most features that plugins implement in the form of mods. The other option is you learn how to code and implement the features you like from plugins into your own mod.

I have not found where you can NORMALLY learn to code at the level of minecraft mods (not to mention the server cores). I would be very grateful if you give me a link.

3) Ask for help on discord/irc and the forums
