I made a minecraft server and it was a success the only down side is when i put in my IP so my brother can play with me.When ever i try to put in the ip and launch it i doesn't even open help.No i am not giving you my IP

Define "doesn't even open".

This is my Forum Signature, I am currently attempting to transform it into a small guide for fixing easier issues using spoiler blocks to keep things tidy.

The only official source for Forge is https://files.minecraftforge.net, and the only site I trust for getting mods is CurseForge.

If you use any site other than these, please take a look at the StopModReposts project and install their browser extension, I would also advise running a virus scan.

Are you putting your IP in the 'Server IP' bit of the server.properties file? If so DON'T! This is if the server is being run on one machine but 'hosted' on a machine with a different IP (Don't ask me I don't get this stuff) leave it blank and (if you're on the same network) use your local IP (if unsure type ipconfig into a command prompt window and look for ipv4 address)
