Hello, so I am trying to make a forge server, but when I am installing it just says Downlaoding libraries.
I see no progress bar, but in the folder I am trying to install the server in there are 2 files: minecraft server and libraries, that is completely empty. I am trying to download the server for 10 minutes now and there is no progress. I tried using the windows and .jar installers, reinstalling java, updating java, trying all 1.12.2 version of forge, but nothing worked. Please, please I really want to start this server!

The guy just before you said something clever : "Run the installer from the command line and post the output."

The only official source for Forge is https://files.minecraftforge.net, and the only site I trust for getting mods is CurseForge.

If you use any site other than these, please take a look at the StopModReposts project and install their browser extension, I would also advise running a virus scan.
