Forge not downloading libraries correctly

Whenever I launch Minecraft Forge, Forge doesn't download the libraries correctly. Instead it downloads a (corrupted?) java file with only 40-80 kb in size.(image provided with post)

And when I load the game I get an error: https://pastebin.com/B9NvxuCD

I've tried to replace the libraries manually, though Forge seems to just overwrite them causing a crash again.

I've also tried reinstalling Forge, but it still does the same thing as before.

Is there anyway to work around this?

It's bad! They have problems. Look what's happening right now.

Waiting for an answer from the developers.

The host of files.minecraftforge.net is having some hiccups this morning. Nothing that the Forge team can do for now.

Having a "crashed whilst rendering overlay" situation.

I cannot delete the file in config as, for some reason, my .minecraft folder does not Have a config folder. I have just redownloaded Minecraft as well as CurseForge after a while of not playing.

Got a "The game crashed: rendering overlay" error

I did this and it worked (after I disabled an unused library mod that failed to load).
Out of curiosity I tried it with Nirvana re-enabled, and it worked. I then tried the original profile (with the only change being disabling the aforementioned library mod) and it worked just fine.

Words cannot describe my confusion, but thank you.

I need help with a custom structure in my mod.

I solved it. It wasn't related to anything above. . I simply named the folder "structures" instead of "structure" where my nbt file was located. . I changed it and it was fixed. . I can't believe how I didn't notice such a small thing.
