Problem with the RAM allocated to the server

Hello,
 I created a small minecraft server with mods (to play with friends, 3/4 max) but I have a problem with the allocated RAM ...
 Indeed, I allocated 4GB to the server but it constantly running at 1GB with this message that appears on the console ...

"-Xmx" option defines allocated memory AFTER server loads.
Change "-Xms256m" to "-Xms4g" too. This option defines memory allocated for server start.

Mmmh, sometimes (it happened 3 times),when we (me and my friends (2 for me and 1 for the other) leave the server, we lose our stuff...
