So what should I do to fix this problem?

 

I've tried redownloading the mods, redownloading Minecraft, redownloading Forge, and using any combo of mods possible

I did at first. But I then removed them, re-extracted them, then put them in. I AM extracting the rars, then putting the folder extracted from the rar into the mod folder. But I am not directly extracting the rar into the mods folder

I apologize, they are .jar files. But they still need to be extracted like .jar files. Do I just not extract them? If that's the case then I feel like a massive idiot for trying to figure this out for over 2 hours

You should never extract mods these days. Just drop them into your mods folder.
