Forge not Loading Mods

downloaded forge (1.13 and also again as 1.12.2, thinking maybe the new release was the issue)

download itself was fine, mods folder wasn't created so i made one myself (through the %appdata% path)

it shows up in the launcher fine, i pruposely am running it on 1.12.2 because the mods i want have not updated yet, for the record i only use four (crayfish furniture mods, decocraft + ptrlib, and useful interiors - all 1.12.2)

So I select to launch the game through forge on the launcher, however it doesn't seem to honor that? The game loads normally as vanilla 1.12.2, no mods options and no indication that forge is actually loaded at all. There is no bug or error reports, no crash issues, just nothing loading as it should.

my resourcepack loads in fine, but nothing else does.

any idea on what is causing Forge to not actually load in once it's selected as the launch option?

@DaemonUmbra I have the same problem (not loading mods) downloading Forge for 1.13.2 from MinecraftForge.net. Here is my most recent .log: Pastebin. It says it is missing .toml files and that OptiFine and VoxelMap are invalid mods.
