Ah. As i remember, If you double-click on the forge jar, it launches the server and binds the port but doesen't show any console.

You have to make a batch file with 

@ECHO OFF
java -jar <JAR FILE NAME>.jar nogui
PAUSE

And launch that, not the jar file.

Also restart your computer so the background running server closes.
