Installing Forge: A Java Exception has Occured

So, I have read through the common solutions, as well as searched the forums.  I am using windows 7, the most current universal version of Forge, the most current version of Java, and have gone through several tutorials on installation.  I started off deleting minecraft.exe and .minecraft.  I then downloaded minecraft.jar.  I ran it to create the .minecraft files.  I downloaded the most current version of universal Forge.  I then opened minecraft.jar with winRAR and deleted the META-INF file.  Then I opened the Forge zip, hit select all and transferred everything into minecraft.jar.  I closed the winRAR windows and ran minecraft.jar and got a window that says: A Java Exception has occurred.  I repeated this entire process several times and get the same message.  I then looked up how to make a log file and did the second method listed for windows on the "Crash" minecraft wiki page.  After creating the log file and trying to run minecraft the log file remained empty. 

 

Compared to a lot of people running minecraft with mods I don't feel that I'm remotely tech savvy, but I've spent to days trying to find a solution on my own and just can't figure out what I'm doing wrong.  The only explanation I found for "Java Exception" was that I was running an incompatible mod, but I don't have any.  If anyone could give me some advice on how to fix this I would really appreciate it.
