Forge File For Forge Modded server wont open

I have been trying to make a modded server for my friends and I know how to get the starting server files (server properties etc.) but when I try to execute the forge file to get the mods folder and config it does nothing. I have watched many tutorials on how to make the server I have downloaded different java versions I feel like have tried every thing.

 

 

PLEASE HELP!

I Used the forge installer for the server and it made the files like the forge universal and minecraft server file but after I click the minecraft server file an make the server files and eula and stuff then I click the forge universal to make the mods folder and config etc the forge universal file does nothing

the file I can open is the "forge-1.12.2-14.23.5.2768-universal" I also tried to  use the video steps to do so but it did not work

As the most common issue I feel I should put this outside the main bulk:

The only official source for Forge is https://files.minecraftforge.net, and the only site I trust for getting mods is CurseForge.

If you use any site other than these, please take a look at the StopModReposts project and install their browser extension, I would also advise running a virus scan.
