Forge 1.14.2 libraries not downloading

I've been trying to download forge 1.14.2 all evening and am not having any success. I downloaded the .jar version however everytime I try running it it always comes up with the same error "These libraries failed to download. Try again" - i included a screen shot below. I tried opening the powershell window and putting 'cmd' at the start but I am having no luck. Any help?
