Forge 1.14.2 Freezes on loading screen

I'm trying to boot up Forge for the first time on Minecraft 1.14.2 and when I do so, it gets stuck on the loading screen with the "Mod setup complete" text on the bottom left. I've tried older versions and the newest and latest version but it still gets stuck like this.

    Configure browser push notifications
    Chrome (Android)
