Server mobs glitching around and high cpu usage

So basically i just started a forge min craft server running the latest version of forge for 1.12 and i installed some mods and gradually added more in sets of about 5 or 7 and by the time i only had about 30 mods (list below) of which only 1 was an extra dimension mod twilight forest mobs were glitching around and the player was jumping around the map if they sprinted. So i looked into it the server is idleing at like  70% cpu usage and the client at about 13% so that was the first red flag. I increased both the client and the server ram to about 6 gig's which should be more than enough. I also opened that lag goggles program there was only like 3 or 4 blocks with high tick times and currently im at a loss. My big question is, is it really a resources issue or a configuration issue. Any information is appreciated.
