Maybe a bug in forge for 1.14.3: weird behavior of placing scaffolding-blocks

Hello

 

I noticed something weird at placing scaffolding-blocks:

If i try to place one ontop of another one. it appears at the side, that points away from me, instead.

And if i try to place it at the side, it appears ontop, instead.

Is this a bug in this forge-version, that has to be fixed?
