Server Launch Stopping at Forge version check.

I just updated my forge on my server from forge-1.14.4-28.0.29 to forge-1.14.4-28.0.41 on my server and client installs of minecraft. Now when I launch the server it gets stuck on the version check. it will even say I have the right version but not get past that point. I have updated all of my mods, downloading them all from curseforge. and tried another versions of forge version .40.

 

Edit: I tried .39 and even reverting to .29 and both refused to work

 

I used the installer from the site.

Turns out I am a fool.

so what happened here is the server asked a question because if Biomes A Plenty and then pushed the question out of the window with other information. when I answered the question with the /fml confirm command the server booted. This issue is resolved.
