Forge server .bat file does nothing

So, I am working on making an RLcraft server. Its all set up with all the files and I have a run.bat with the code;

java -Xmx8192M -Xms8192M -jar forge-1.12.2-14.23.5.2847-universal.jar nogui

And when I open the run.bat, it just opens this and does nothing. If I hit a key, it just closes. I made sure the forge version is correct but it just won't work. I am running a 64-bit pc if that means anything. I made sure all the correct files are in it too. Please, I really want to play RLcraft with my friends so if you could reply soon, that would be GREAT! If you need any more detail, I can reply in the comments, just ask.
